Guidance for Circumstances Generic Advice Doesn't Cover

HVAC for Specific
Situations

Generic HVAC advice assumes you own a single-story home with no special circumstances — reality is more complicated. Renters have different options (and rights) than owners. Two-story homes face physics that defeat single-zone systems. This section addresses situations standard guides ignore.

Renters

Texas Property Code establishes minimum habitability standards that include functional air conditioning.

Landlord Obligations

  • Maintain AC in working condition

If unit was provided with AC

  • Respond to repair requests within reasonable time

    7 days often considered reasonable

  • Cannot retaliate against tenants who request repairs

    Texas Property Code protection

Key statute: Texas Property Code § 92.052-92.056

When Landlord Won't Fix AC

  1. 1. Send written notice (email creates documentation) with date, problem description, request for repair within 7 days
  2. 2. If no response, send follow-up notice referencing first and stating you'll pursue legal remedies
  3. 3. Legal remedies include repair-and-deduct, rent reduction claim, lease termination, or code enforcement

Important: Follow proper procedures. Improper rent withholding can result in eviction.

What You CAN Control as a Renter

  • Change filters regularly (reduces energy costs you may pay)
  • Keep outdoor unit clear
  • Report issues promptly (delays can be held against you)
  • Document everything (photos, dates, communications)

Two-Story Homes

Heat rises. Upstairs rooms can be 5-10°F warmer than downstairs. Single-zone systems can't solve this — when downstairs reaches setpoint, the system shuts off while upstairs is still too warm.

Solutions by Effectiveness

Zoning system

Most effective

Separate zones with independent thermostats and dampers

$2,500-$5,000 added to installation

Ductwork balancing

Moderate

Adjust dampers to increase upstairs airflow

$300-$800

Supplemental mini-split

Effective for specific rooms

Add dedicated cooling to problem room

$3,500-$5,500 per zone

Fan and setpoint strategies

Limited

Ceiling fans + set thermostat 2-3°F lower than desired

Low

New Construction Recommendation

For new two-story homes, specify a zoning system during construction. Retrofit cost is higher than including during initial install.

Power Outages

Texas operates on an isolated power grid (ERCOT) with no ability to import power during emergencies. Backup power is more valuable here than in states with grid interconnection.

During Extended Outages

  1. 1 Turn AC thermostat to "off" (prevents compressor damage at power restoration)
  2. 2 Open windows if outdoor temp is tolerable
  3. 3 Close blinds on sun-facing windows
  4. 4 Relocate vulnerable persons if needed

Generator Reality Check

Most portable generators cannot run central AC:

  • • 3-5 ton AC requires 3,000-5,000+ watts starting surge
  • • Typical portable generator: 3,000-4,500 watts running
  • • Undersized generator risks damaging AC compressor

Backup Cooling Options

Whole-house generator

$10,000-$20,000 installed

Only option for running full central AC during outages

Portable AC

$300-$600

Can cool single room on generator power (1,000-1,500 watts)

Window AC unit

$150-$400

Lower wattage, can run on most portable generators

Seniors

Older adults face higher risks during AC failure: reduced ability to regulate body temperature, medications that affect heat tolerance, and mobility limitations.

Maintenance Priority

  • Professional tune-up before summer (not optional)
  • Fresh batteries in CO detectors
  • Emergency contact list posted

Safety Features

  • Wi-Fi thermostat with remote alerts
  • Wellness check arrangements during heat waves
  • Backup cooling plan documented

Equipment Considerations

  • Reliability over efficiency (avoiding failure matters most)
  • Maintenance plan with priority service
  • Consider replacing aging equipment proactively
