Is this a refundable credit?

No. The 25C credit is nonrefundable—it can only reduce tax you owe, not generate a refund beyond that.

Can I claim it every year?

Yes, within limits. The annual caps reset each year. If you replace your AC this year ($600 credit) and add a heat pump water heater next year ($2,000 credit), both qualify.

Do I need to itemize deductions?
